I have a 42 target archery range all 42 targets are made from plastic feed bag stuffed with shrink wrap, which the local stores are happy to have me haul away. Pack the shrink wrap as tight as you can into the bag, tie it off and hang in on a couple of sticks, walla, a 3d target about the size of a deer body. photos available on request.

Actually the cheapest and best that I can do is stuffing double thickness burlap bags crammed and I do mean crammed with nylon screening scraps obtained from your local hardware store that repairs window screening. I have built a number of these for my friends, just make sure that the double bag is absolutely crammed to the fullest. My eighty pound compound never has penetrated even half way through the target.
